In the presence of a radio source, the antenna temperature of the radio emission should be added to $T_{\rm CMB}$ in equation 1.2. The radio emission may make an important contribution in the vicinity of a radio-loud quasar (Bahcall & Ekers 1969), and would itself permit the IGM to be detected in 21-cm radiation.
